CRC, Kaplan Kirsch Set D.C. Passenger Rail Law Workshop

Lawyers, policymakers and advocates are invited to attend the 2024 Passenger Rail Law Workshop, co-hosted by the Commuter Rail Coalition (CRC) and Kaplan Kirsch LLP, Nov.7-8 at the JW Marriott Hotel in Washington, D.C. “This premier event offers a comprehensive two-day program designed to equip attendees with the latest legal and regulatory knowledge impacting passenger rail operations across the country,” notes CRC CEO KellyAnne Gallagher. STB Vice Chair Karen Hedlund will give the keynote address.

This year’s Workshop “features a dynamic lineup of sessions, including several new panels addressing critical and timely topics,” Gallagher says:

  • Administrative Decision-Making in the Post-Chevron Era: Understand the implications of a recent Supreme Court decision on federal agency rulemaking.
  • Transit-Oriented Development (TOD) and Legal Considerations: Explore the legal landscape surrounding TOD projects and their potential to revitalize communities.
  • Navigating NEPA Review for Transit Projects: Gain insights into the National Environmental Policy Act (NEPA) review process and how to efficiently navigate it for your projects.
  • FRA’s New Certification and Crewmember Regulations: Demystify the Federal Railroad Administration’s (FRA) recently implemented regulations on crewmember and dispatcher certification.
  • Rails-with-Trails Legal Issues: Explore how rails-with-trails can be developed and what common questions arise when a public entity is considering dual use of a railroad right-of-way.
