People on the Move: NYS&W, RRB, Ironhorse Resources, GDC

New York, Susquehanna & Western Railway promoted Alan A. Held to Vice President Transportation. The U.S. Railroad Retirement Board named Bob De Luca as its Chief Information Officer. Ironhorse Resources is excited to announce the appointment of Matthew Service as Chief Commercial Officer. The Gateway Development Commission named Chief Financial Officer Patrick McCoy Acting Chief Executive Officer.

New York, Susquehanna & Western (NYSW) elevated Alan A. Held to Vice President Transportation at Cooperstown, N.Y.-based New York, Susquehanna & Western Railway. Held, with the railroad since 2022, “has been responsible for the safe and efficient operations of all transload facilities, the overseeing of personnel management, managing Federal Railroad Administration compliance, and developing rulebooks and testing standards,” NYSW said. “In addition, he has contributed to the development of numerous capital projects including a multi-million-dollar upgrade of an on-line sugar transload facility, Geographic Information System mapping of the railroad, and implementation of a systemwide service schedule.”

Previously, Held was a Manager of Train Operations at Union Pacific. He interned on Amtrak out of Philadelphia. He is a graduate of Cornell University with a major in Applied Economics and Management.

The U.S. Railroad Retirement Board (RRB) named Bob De Luca as Chief Information Officer (CIO). He replaces Terryne Murphy, who had been the RRB’s CIO since September 2019. Murphy retired in June 2024 with 30 years of federal and military service.

De Luca will head the RRB’s Bureau of Information Services and its staff of about 100 employees and contractors. In addition, he will be responsible for planning, directing and coordinating the agency’s information technology program, “including a comprehensive effort to modernize and re-engineer the agency’s business processes, along with related computer and network resources,” RRB said. De Luca will also serve as a member of the RRB’s Executive Committee, which is responsible for day-to-day operations of the agency and for making recommendations to the three-member Board on policy issues.

Before joining the RRB, De Luca was Deputy CIO and Chief Technology Officer for the Federal Deposit Insurance Corporation (FDIC) since January 2021. Before joining FDIC, he served as the Acting Director and Deputy Commissioner of the Technology Transformation Services at the General Services Administration (GSA). Prior to that, he served as Executive Director of GSA’s Information Technology Centers of Excellence since its creation in 2018. Prior to his GSA service, De Luca was CIO for the Overseas Private Investment Corporation. Concurrently, De Luca serves as a Lieutenant Colonel in the 175th Cyberspace Operations Squadron in the Maryland Air National Guard, where he works extensively with the U.S. Cyber National Mission Force and his state partner teammates.

De Luca earned a Bachelor of Science in electrical engineering from the United States Military Academy at West Point (1996), and a Master of Business Administration from Drexel University (2005). A native of Paterson, N.J., he currently lives in Columbia, Md., with his wife and their two children.

Ironhorse Resources appointed Matthew Service as Chief Commercial Officer. Described as “an accomplished executive,” he held previous leadership roles at OmniTrax, CSX Transportation, Patriot Rail and Ports, and Pioneer Lines.

At Ironhorse Resources, Service “will lead commercial strategy, business development and growth initiatives to strengthen the company’s market presence,” said Matt Cundiff, President. “We have had the pleasure of working with Matthew over various stages of his career and we excited to have him join the Ironhorse family. His vision for growth and improvement will continue to support our strategic goals as a leader in the industry. In his prior roles, including Executive Vice President and Chief Operating Officer at Patriot Rail and Ports and Chief Investment Officer at Pioneer Lines,  he demonstrated a commitment to safety, innovation and financial performance, resulting in transformative growth for the companies Most recently, as Principal at Service Rail Advisors, he specialized in M&A transactions and strategic planning.”

Serviceis a graduate of the University of Mississippi, holding a Bachelor of Business Administration in Managerial Finance.

The Gateway Development Commission (GDC) named CFO Patrick McCoy as Acting CEO, Current CEO Kris Kolluri is leaving Nov. 8 departure date, and the GDC Board said an Acting CEO “will ensure continuity at GDC and uninterrupted active construction in New York, New Jersey, and under the Hudson River. The search committee, with the support of our full Board, has been working diligently to identify a new CEO who will ensure the nation’s most urgent infrastructure project is built. We have engaged a national search firm and are interviewing excellent candidates. Pat McCoy is a significant asset to GDC, playing a key role in the project’s obtaining its full $16 billion in funding commitments. We look forward to working with Pat in the coming weeks as we finalize the process for naming a permanent CEO.”
