Paul Bobby has been promoted to Illinois Area Manager at STV, a professional services firm that plans, designs and manages infrastructure projects across North America. As a Vice President, Bobby’s new role will include overseeing projects, client relationships, and operations at STV’s Chicago office while supporting the firm’s continued growth across the Midwest.
Bobby has more than 25 years of experience in the design and construction of railroad and highway infrastructure improvements. He joined STV in 2004 and has since managed a range of track capacity expansion and rail improvement projects for clients including Metra, Illinois Department of Transportation, Illinois Tollway, Chicago Transit Authority, and CSX and other Class I railroads. He is currently serving as Deputy Program Manager overseeing the implementation of Metra’s five-year, $2.5 billion capital program. Bobby’s experience also includes leading design and construction services for the Chicago Region Environmental and Transportation Efficiency (CREATE) program, which is aimed at improving freight rail movement through Chicago.
Bobby earned a Bachelor of Science in civil engineering from the University of Wisconsin-Platteville and is a registered Professional Engineer in four states.

STV on March 24 announced the promotion of two key transportation leaders as it continues to grow its presence in the Carolinas. Andrew Fisher has been elevated to Vice President and South Carolina Area Manager; and Patrick Livingston has been named Vice President and Raleigh Area Manager.
Ports of Indiana
Doug Caylor has signed on as Business Development Director at Ports of Indiana, a three-port, rail-served system (Burns Harbor, Mount Vernon and Jeffersonville) that handled 13 million tons of cargo in 2024 and is undergoing multi-year infrastructure projects totaling more than $200 million to add capacity. A 30-year maritime sales and operations veteran, he has served as Vice President of Business Development for Castlen Terminals & Marine, Sales Director for American Commercial Barge Lines, Transload and Terminal Operations Manager for Arrow Material Services, and International Steamship Line Sales for MID-SHIP Group.
Caylor will be based out of the Ports of Indiana-Jeffersonville office.
