The Long Beach Board of Harbor Commissioners approves the selection of Ashley Morteboy to lead the Project Controls Division at Port of Long Beach (POLB). Also, Percival Buxhoeveden joins HNTB as Project Director; Frank Busch is appointed Interim CEO of Kelso Technologies, Inc. (Kelso) following the departure of President and CEO James Bond; and CSX Vice President and Chief Accounting Officer Angie Williams receives Florida State University’s Accounting Alumni Achievement Award.

POLB

The Long Beach Board of Harbor Commissioners on July 8 approved the selection of Ashley Morteboy to lead the Project Controls Division at POLB, effective July 29.

The Director of Project Controls is responsible for establishing and tracking schedules, budgets and costs for the timely delivery of the Port’s infrastructure projects for the Engineering Services Bureau.

Morteboy comes to POLB after working two years as Director of Project Controls at UC Davis Health, where he similarly oversaw the planning and design of the agency’s capital improvement program. He previously served as a Senior Manager at Procter & Gamble for two years and brings more than 18 years of project controls experience working nationally and internationally throughout his career, which spans a wide range of capital investment ventures for many sectors and industries.

Morteboy holds a bachelor’s degree in mechanical engineering from Manchester Metropolitan University in the United Kingdom.

HNTB

HNTB announced July 9 that Percival Buxhoeveden has joined the firm as a Project Director and Associate Vice President, “bringing significant leadership experience and a broad range of technical skills essential to transit and rail systems,” including management, design and implementation of signal, communications, cab-signaling and positive train control systems and back-office control systems, as well as integration of these systems with related transit and rail systems and infrastructure.

In his new role, Buxhoeveden will lead major transit and rail programs for the firm’s clients “to help advance large scale projects and programs involving the construction of new train control systems and infrastructure to improve operations and system reliability.” This, HNTB says, entails overseeing all aspects of the project life cycle, from scope development to cost, quality control and project management.

Throughout his career, Buxhoeveden has been involved in design and management of signal and train control projects for major transportation authorities across the U.S., including, Amtrak, Northern Indiana Commuter Transportation District (NICTD), Caltrain, Metra, Long Island Rail Road (LIRR), Metro-North Railroad (MNR), New Jersey Transit (NJT), Southeastern Pennsylvania Transportation Authority (SEPTA), Maryland Transit Administration (MDMTA), Washington Metropolitan Area Transit Authority (WMATA), Dallas Area Rapid Transit (DART), and others.

Most recently, Buxhoeveden served as the National Signal Manager and Vice President for another consulting firm with responsibility for business development and growth of the firm’s signal group, as well as management and design oversight of projects and staff.

Buxhoeveden is an active member of the American Railway Engineering and Maintenance-Of-Way Association’s (AREMA) Committee 39 Positive Train Control and previously served as the Signal Control and Applications 37-3 Subcommittee Chair.

Kelso

Kelso recently announced that President and CEO James Bond has decided to retire from his roles with the company and its subsidiaries, effective July 9. Bond also elected to retire from his position as a director of the company. Frank Busch, a director of the company, has been appointed as interim CEO, effective July 9.

Busch has been a director of the company since February 11, 2020, and is Chair of the Audit and Finance Committee. He is a member of the Nisichawayasihk Cree Nation and holds an undergraduate degree from the University of Manitoba, 5 certificates from the Canadian Securities Institute, and a Post-Graduate Certificate in Finance from Harvard University. He has worked with various organizations, companies, and boards throughout his 20-year career, mainly in finance and leadership positions.

“I look forward to this new challenge, and to meeting all Kelso employees and stakeholders. My immediate priority is to manage a smooth transition without disrupting existing operations,” stated Busch.

CSX

Angie Williams, CSX Vice President and Chief Accounting Officer, has been selected to receive the Accounting Alumni Achievement Award from Florida State University (FSU), the Class I announced July 9.

Established in 2019, the Accounting Alumni Achievement Award is given each year to FSU graduates who have “demonstrated excellence in their professional accomplishments while also making significant contributions to their community and the university.”

“Angie’s dedication to her career, her alma mater, and her community sets a standard in her profession and at CSX,” said CSX Executive Vice President and Chief Financial Officer Sean Pelkey. “We are all proud to call her a colleague and a friend.”

In her role at CSX, Williams is responsible for overseeing all corporate accounting functions, including financial and regulatory reporting, billing and collections, payroll and labor services, among other accounting areas. Her leadership and expertise have been “pivotal in ensuring the company’s financial integrity and operational efficiency,” the Class I noted.

“Williams’ commitment to her profession and her community is evident through her various contributions. She not only excels in her professional responsibilities but also actively supports and participates in community service initiatives,” CSX stated in a release. Among her engagements, Williams serves as the Executive Sponsor of CSX’s Asian Professionals for Excellence business resource group and is on the board of the CSX Foundation.

In 2022, Williams was named a Railway Age Women in Rail award nominee. The awards program, which began in 2016, celebrates strong women who excel at leadership, serving the community and contributing to the industry—above and beyond their day-to-day job responsibilities.

The FSU Accounting Alumni Achievement Award will be presented to Williams at the fall meeting of the Accounting Professional Advisory Board in Tallahassee, Fla., where her achievements and contributions will be formally recognized.
