Three Teams Shortlisted for Eglinton Crosstown West Extension-SRS Contract

Canada’s Infrastructure Ontario and Metrolinx on Sept. 27 reported issuing a Request for Proposals (RPF) for the Stations, Rail and Systems (SRS) package for the Eglinton Crosstown West Extension, which will bring future Eglinton Crosstown LRT service 5.7 miles (9.2-kilometers) farther west, creating a transit line that will run from Scarborough all the way into Mississauga. Three teams have been prequalified and invited to bid.

The Eglinton Crosstown West Extension’s SRS contract covers design and construction of all seven new stations** (four underground, two elevated, and one at-grade/trenched terminus station), six emergency exit buildings along the extension, and one stand-alone traction power sub-station; fitting the tunnels and the 0.93-mile (1.5-kilometer) elevated guideway with track and signals; and installing and commissioning communications, ventilation, and other support systems for the new line (see map below). The contract also includes utility work, road modifications along Eglinton Avenue West to accommodate construction, and changes at Mount Dennis Station that will help connect the extension to the future 11.8-mile (19-kilometer) Eglinton Crosstown LRT, which will feature 25 stations and stops along Eglinton Avenue.

The three shortlisted teams were selected based on criteria identified in the Request for Qualifications (RFQ) process that began in March, which included their ”design and construction experience, as well as their financial capacity to deliver a project of this size and complexity,” according to Infrastructure Ontario and Metrolinx.

The teams, including their prime team members, are:

1. Integrated Transit Partners

2. Trillium Rail Partners (TRP)

3. WestEx Transit Solutions

The contract, whose value will be determined at Financial Close, is being delivered using a Progressive Design-Build model, which Infrastructure Ontario and Metrolinx said allows for “greater collaboration between the project owner, the successful bidder, project partners, and communities.”

The teams will now begin preparing proposals that detail how they will deliver the work. Infrastructure Ontario and Metrolinx said they will review those proposals along with a team that “will be selected to sign a Development and Master Construction Agreement (DMCA) to begin working collaboratively with Metrolinx through the development phase, expected to start in summer 2025.” The 18-month development phase will help further refine design, costs, and project schedules, and once it’s completed, Metrolinx will have the option to sign a contract with the successful team.

The Eglinton Crosstown West Extension project is being delivered through various P3 (Public-Private-Partnership), Progressive Design-Build and traditional procurement contracts, which “are being staggered to support their successful delivery,” according to Infratructure Ontario and Metrolinx. The project consists of four major packages of work: SRS, Advance Tunnel 1 (the first advance tunnels contract from Renforth Drive to Scarlett Road; West End Connectors was awarded the contract in 2021); Advance Tunnel 2 (the second tunnel, from Jane Street to Mount Dennis Station; Strabag Inc. landed this design-build contract in February); and Elevated Guideway (between Scarlett Road and Jane Street).  

A two-year journey to excavate 3.91-mile (6.3-kilometer) tunnels for the western underground segment of the route recently wrapped up as Rexy and Renny, the twin tunnel boring machines employed on the project, reached the finish line. The tunnels stretch from Renforth Drive in Mississauga to the Scarlett Road extraction shaft in Etobicoke, where work is happening to form the structure of the future tunnel portal, according to Metrolinx. Work is also under way to prepare for construction of the elevated portion of the line, and the second tunneled portion of the route that will run between Mount Dennis Station and the elevated guideway.

The Eglinton Crosstown West Extension is expected to accommodate nearly 69,700 transit trips per day, which will take nearly 6.5 million car trips off the road when combined with the Eglinton Crosstown LRT, according to Metrolinx.
